Technovera (Pty) Ltd and Pelebox NPC form a mission-driven South African social enterprise that designs, develops, manufactures, installs and supports inclusive technologies that improve last-mile access to quality healthcare. Our PelePoint smart medicine pickup solution enables patients to collect repeat chronic medication in less than 22 seconds instead of spending hours waiting at public health facilities. More than 2.2 million chronic medicine parcels have been collected through our technology. We work with public-sector, implementation and funding partners across South Africa and the wider region, and our ISO 9001-certified quality management system covers manufacturing, installations, commissioning, maintenance, facilities and software development.
We are looking for a Quality, Safety and Compliance Officer to maintain and strengthen our ISO 9001-certified Quality Management System while leading the organisation's project to design, implement, certify and sustain an occupational health and safety management system that conforms to ISO 45001:2018.
The role is responsible for turning standards and legal requirements into routines that people can understand and consistently follow. It spans document control, risk assessments, incident management, internal audits, corrective actions, training, supplier and contractor controls, factory and site safety, product quality, legal registers and management-review evidence.
This is not a desk-only compliance role. The officer must spend time where work happens, observe assembly and field activities, coach team members, verify records and follow actions to closure while preserving the independence needed to report material risks directly to leadership.

What Success Looks Like:
• The ISO 9001 system remains effective, audit-ready and embedded in daily work rather than maintained only for certification.
• An ISO 45001:2018-conforming occupational health and safety management system is implemented, independently audit-ready and progressed through certification within the approved organisational timeline.
• Product, process and service nonconformities are detected early, investigated properly and closed with effective corrective action.
• Factory, office and field teams understand the controls relevant to their work and can produce reliable evidence of implementation.
• Leadership receives an honest, timely view of quality, safety and compliance performance, emerging risks and overdue actions.
Duties, Functions and Responsibilities:
ISO 9001 Quality Management System:
• Maintain the QMS scope, process map, policy framework, objectives, risk registers, documented information and evidence required by ISO 9001:2015.
• Work with process owners to keep procedures, SOPs, work instructions, forms, registers and records current, usable and aligned to actual practice.
• Monitor implementation across manufacturing, installation, commissioning, maintenance, client support, facilities, software development and enabling functions.
• Coordinate quality objectives and measures, analyse performance and prepare inputs for management reviews.
• Plan and support surveillance, recertification, client and funder audits; coordinate evidence packs, logistics, responses and follow-up actions.
• Maintain awareness of applicable standards, contractual commitments and certification requirements and translate changes into controlled actions.
• Protect the integrity of the QMS by escalating material departures, repeated failures, unsupported closure or records that do not reflect actual implementation.
• Promote a practical culture in which quality means meeting requirements, preventing recurrence and learning from evidence.
ISO 45001 Certification Project and OHS Management System:
• Own and coordinate the ISO 45001 certification project from gap assessment and scope confirmation through system implementation, internal audit, management review, Stage 1 and Stage 2 certification audits and closure of findings.
• Develop and maintain a detailed ISO 45001 implementation plan covering clause requirements, deliverables, owners, milestones, dependencies, resources, evidence and certification-readiness gates.
• Translate ISO 45001 requirements into practical policies, procedures, registers, operational controls and records that are integrated with the existing ISO 9001 Quality Management System where appropriate.
• Coordinate worker consultation and participation, hazard identification, legal-compliance evaluation, risk and opportunity assessment, objectives and improvement programmes required by the standard.
• Coordinate internal audits, readiness reviews, management reviews and evidence packs and ensure that gaps are assigned, tracked and verified before the certification audit.
• Act as the primary coordination point with the selected certification body for audit planning, scope information, logistics, evidence requests, findings and corrective-action follow-up.
• After certification, maintain the system, support surveillance audits and prevent the occupational health and safety controls from becoming a once-off certification exercise.
• Maintain the health and safety policy, legal register, appointments, committee arrangements, safe-work procedures, inspection schedules and statutory records.
• Facilitate baseline, issue-based and task risk assessments for factory, office, driving, loading, installation, maintenance, electrical, mechanical and contractor activities.
• Translate risk assessments into practical controls, method statements, permits, checklists, personal protective equipment requirements and supervision arrangements.
• Coordinate emergency preparedness for fire, medical incidents, evacuation, security and site-specific risks; arrange drills and track learning actions.
• Manage first-aid, fire equipment, PPE, safety signage, housekeeping, waste, environmental controls and exposure-monitoring requirements allocated to the role.
• Verify that team members are fit, competent, authorised and properly equipped for higher-risk work before deployment.
• Conduct regular factory, office, vehicle and field inspections and ensure observed hazards are corrected or controlled promptly.
Product, Process and Service Quality Assurance:
• Work with Product Assembly and Operations teams to define and maintain inspection, testing, traceability, acceptance and release criteria.
• Verify that build records, test results, job cards, photographs, client sign-offs and other quality records are complete and credible.
• Support incoming, in-process and final quality checks for components, assemblies, configured devices and completed products.
• Monitor installation, commissioning, maintenance and repair quality against approved procedures, drawings, specifications and client requirements.
• Analyse defects, service recurrence, supplier issues, customer complaints and operational trends to identify systemic improvement opportunities.
• Maintain calibration, verification and equipment-control requirements for measuring and test devices where applicable.
• Support change control for product, process, supplier, software or documentation changes that may affect quality or safety.
• Participate in product and project readiness reviews and ensure quality and safety gates are completed before release or deployment.
Nonconformity, Incident and Corrective Action Management:
• Maintain central registers for nonconformities, incidents, hazards, near misses, complaints, audit findings and improvement actions.
• Ensure immediate containment, notification, evidence preservation and escalation are completed for significant events.
• Lead or facilitate proportionate root-cause analysis using evidence and participation from the people closest to the work.
• Develop corrective-action plans with clear owners, deadlines and verification criteria; follow up until effectiveness is demonstrated.
• Coordinate incident investigations and statutory or client notifications with leadership and competent specialists where required.
• Identify recurring themes across quality, safety and operational data and recommend system-level interventions.
• Prevent premature closure of actions where the underlying cause has not been addressed or implementation evidence is inadequate.
• Share lessons learned in a constructive, non-blaming manner while maintaining accountability for unsafe or noncompliant behaviour.
Internal Audits, Compliance Monitoring and Reporting:
• Develop a risk-based annual internal audit and compliance-monitoring programme covering all QMS processes and priority safety risks.
• Plan, conduct, document and report internal audits objectively, including interviews, observation, record sampling and evidence-based findings.
• Maintain audit independence by avoiding self-audit of work for which the officer is directly responsible wherever practicable.
• Track legal, regulatory, licence, insurance, contractual, training and inspection obligations through a compliance calendar.
• Prepare monthly and quarterly quality, safety and compliance dashboards for Leadership and management review.
• Escalate overdue high-risk actions, serious hazards, significant nonconformities and emerging regulatory exposure without delay.
• Support client, supplier, funder and due-diligence requests relating to quality, safety, certifications and controlled records.
• Maintain confidentiality, objective evidence and reliable version histories for all audit and compliance records.
Competence, Training and Safety Engagement:
• Develop role-based quality and safety induction content, refresher training and toolbox-talk materials.
• Coordinate training needs, attendance, competence assessments, licences, appointments and expiry dates in controlled competency records.
• Coach supervisors, technicians, assemblers and office staff on the practical application of requirements relevant to their work.
• Facilitate safety meetings, quality reflection sessions, mock audits and readiness reviews that result in specific actions.
• Stop or recommend suspension of work where there is a serious and immediate risk, and promptly involve the accountable manager.
• Promote reporting of hazards, near misses, defects and improvement ideas without discouraging good-faith reporting.
• Support onboarding and periodic reauthorisation for work where competence or safety risk warrants practical verification.
• Keep learning materials, attendance evidence and competence records current and easy to retrieve.
Supplier, Contractor and Document Control:
• Support risk-based evaluation, approval, monitoring and re-evaluation of suppliers and contractors.
• Confirm that contractor safety files, competencies, method statements, insurance and site requirements are in place before work starts.
• Control creation, review, approval, issue, revision, access, retention and authorised disposal of policies, procedures, forms and records.
• Maintain controlled Google Drive structures, permissions, naming conventions, version history and master document registers.
• Ensure obsolete documents are removed from points of use while required historical and audit records remain retrievable.
• Support procurement specifications and acceptance criteria for safety-critical or quality-critical goods and services.
• Monitor supplier nonconformities and verify completion of agreed corrective actions.
• Maintain a clear daily and weekly plan and communicate progress, risks and dependencies proactively.
General Responsibilities:
• Participate actively in team, operations, project, learning and management-review meetings.
• Work across functions with professional firmness, practical judgement and respect for operational realities.
• Comply with all organisational policies, confidentiality requirements and delegated authority controls.
• Protect organisational, employee, client and patient information encountered through audits or investigations.
• Undertake other duties reasonably consistent with the role's grade, competence and organisational needs.
Experience & Qualification:
• Diploma, Advanced Diploma or Bachelor's degree in Quality Management, Occupational Health and Safety, Engineering, Industrial or Operations Management, Environmental Health or a related field [Minimum NQF Level 6 | Preferred NQF Level 7].
• At least four years' relevant experience in quality, safety, compliance, audit or management-system implementation in a manufacturing, engineering, technology or field-services environment.
• Practical working knowledge of ISO 9001:2015 and occupational health and safety management; exposure to ISO 45001 is strongly preferred.
• Recognised internal-auditor training for ISO 9001 and/or ISO 45001 is advantageous; lead-auditor or SAMTRAC-equivalent training is an added advantage.
• Demonstrated ability to conduct risk assessments, inspections, investigations, root-cause analysis and corrective-action follow-up.
• Working knowledge of South African occupational health and safety requirements, contractor controls and incident-recording practices.
• Strong document-control, evidence-management and technical-writing capability.
• Proficient with Microsoft Office and Google Workspace, especially structured registers, dashboards, controlled folders and presentation materials.
• Professional courage, attention to detail and the ability to challenge unsafe or noncompliant practice constructively.
• Excellent facilitation, training, written communication and cross-functional relationship skills.
• Valid South African driver's licence with at least two years' active driving experience and confidence driving to sites.
• Valid passport by the start date and willingness to undertake frequent national and occasional regional travel.
• Legal right to work in South Africa and ability to complete role-relevant verification and reference checks.
Working Conditions and Mobility:
• The role combines office-based systems work with regular factory, workshop, vehicle and public-health-site inspections.
• The incumbent must wear required PPE and may enter active assembly, loading, electrical, installation and maintenance work areas.
• Travel may include early departures, overnight stays and work across provinces; occasional additional hours may be required for incidents, audits or critical field activities.
• The officer must preserve independence of reporting and escalate serious safety, quality or compliance risks even where this is operationally inconvenient.
